Zero VAT

“Zero VAT” in Portugal was a temporary government policy that reduced the VAT rate from 6% to 0% on a basket of 46 staple foods to ease the cost-of-living squeeze during high inflation.

When the policy expired, prices for that basket climbed sharply. The illustration uses a single slice of meat as a visual metaphor for what consumers lost once the tax returned.
